Here are the patterns for a blouse with shoulder straps, gathered sleeves, and plenty of frills at the sleeve cuffs, as well as a skirt in a flower shape with a double skirt featuring gathered frills at the hem.
These patterns are highly recommended for use as base patterns, and they were used to create the costume in the reference photo, so I believe they produce very clean lines.
In the photo, a 16-layer voluminous panier is worn. Please note that the pattern for the 16-layer voluminous panier is not included.
The design of shoulder straps and sleeves is quite common, so you can use it as a base pattern for such designs.

Blouse Manufacturing Process
(1) Fold the iron fold line of the front fabric inward and sew it to the left front fabric position of the "Front bodice" using an iron.
(2) Stitch the sides in the following order: "Front bodice" -> "Front bodice side" -> "Back bodice side" -> "Back bodice" -> "Back bodice" -> "Back bodice side" -> "Front bodice side" -> "Front bodice", and Press seam allowances open with an iron.
* If making a heart cutout on the "Back bodice", first make notches in the seam allowance, iron them flat, and shape them before sewing.
(3) Create another lining side using the same process as (2).
(4) Fold the iron fold line on the upper side of the right side "Body" and lining "Body", shape it, and keep it aside.
(5) Match the right side of the lining with the right side together, stitch from the starting position of sewing to around the hem, turn inside out, and shape it.
(6) For the Lower sleeve edge frill, Serge/overlock the outside with rolled hemming, Serge/overlock the inside, stitch the sides, and gather (make 4 pieces).
How to Serge/overlock (sewing machine & overlock sewing machine)
(7) Fold the iron fold line of the "Sleeve" decoration with an iron, stitch it at the overlapping position of the "Sleeve" decoration on the "Sleeve".
(8) After gathering at the upper side of the "Sleeve", Serge/overlock the "Sleeve" side and the bottom of the "Sleeve", stitch the "Sleeve" side, and Press seam allowances open with an iron.
(9) Insert gathers at the lower side of the "Sleeve" and sew it to the Lower sleeve edge frill (2 pieces).
(10) Apply fusible interlining to the "shoulder strap", fold the iron fold line with an iron, stitch the seam line on the neck side, and shape it with iron after turning it inside out.
(11) Insert the gathers at the upper side of the "Sleeve" into the "shoulder strap" and stitch it.
(12) Match the "Sleeve" with the "Body" at the "shoulder strap" joining position, and while sandwiching the "Sleeve" with the "Body", stitch the upper part of the "Body" with topstitch.
(13) Sew buttons at the button positions.
