This is a free sewing pattern and tutorial for a short petticoat (pannier) with a 15.7 inch (40 cm) length, an essential garment for adding volume to cosplay costumes and formal dresses.

The pattern is a simple rectangle, but having it prepared makes cutting and sewing much easier, especially for beginners.

The sewing instructions are based on using 15-denier soft tulle, but you can also use other fabrics. For extra fullness, increase the number of ruffles or use 30-denier or 50-denier tulle.

Hard tulle produces even greater volume, but it can cause stiffness and make the outline visible through the skirt, so select your materials according to the desired finish.

After printing, align the pages along the guide lines, cut along the edges, and the pattern is ready to use. All patterns include seam allowances (S/A) for immediate sewing.

This short petticoat pattern is ideal for cosplay outfits, stage costumes, historical fashion, or any skirt that requires additional volume.

(1) Sew the sides of the "Base Body" into a loop.

(2) Iron the "Belt" into shape, then loop it and sew it to the "Base Body".

* Leave the hole for the elastic without sewing.

(3) Sew the sides of the "gathered frills" 1st level to 4th level together to form a loop.

* Serge/overlock is not necessary for tulle fabric, but if you need to serge/overlock for broadcloth or other fabrics, you may need to do so.

If you have a lock sewing machine, finish by rolled hemming.

(4) "gathered frills" 1st level to 4th level, gather on one side.

(5) Sew "gathered frills" from the 1st level to the "Base Body" in the reverse direction.

* For thicker fabrics, do not sew backwards. In that case, sew from "gathered frills" 4th level to 4th level in reverse order.

(6) Insert elastic into the "Belt".
