Free sewing pattern and tutorial for an 8-layer volume pannier, an essential item for cosplay costumes and full skirts.
The PDF pattern includes seam allowance, so you can cut the fabric directly without adding margins. While the base is simply a rectangular pattern, having a ready-made template can make cutting much easier and more accurate.
This pannier is ideal for adding dramatic volume to skirts, dresses, or stage outfits. The instructions are based on using 15-denier soft tulle, but other fabrics can also be used depending on the desired look and feel. For even greater volume, choose 30-denier tulle.
It is also possible to make this pannier with fabrics like T/C broadcloth, but the difficulty level increases, requiring machine narrow hemming or rolled hem finishing with a serger.
After printing, align the joining lines, tape the sheets together, and cut out the pattern pieces to start sewing immediately.
Whether you are looking for a free pannier pattern, a cosplay underskirt tutorial, or a guide to making a full-volume skirt base, this project provides clear steps for creating a professional-looking result.
The production process is explained with translation software.

(1) Sew the sides of the "Base Body" into a loop.
(2) Iron the "Belt" into shape, then loop it and sew it to the "Base Body".
* Leave the hole for the elastic without sewing.
(3) Connect each of the 1st to 4th gather ruffles to form a loop.
* Serge/overlock is not necessary for tulle fabric, but if you need to serge/overlock for broadcloth or other fabrics, you may need to do so.
If you have a lock sewing machine, finish by rolled hemming.
(4) Gather ruffle 1st to 4th tier gathers on one side.
(5) Attach the ruffles to the body in the order (1) to (6), both inside and outside, in opposite directions.
(6) Insert elastic into the "Belt".
